AN ACT relating to
alcohol; specifying that certain funds generated from alcohol shall be used for long

term substance abuse programs as specified;
and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

a) and by creating a new subsection (c) is amended to read:

Collection of excise taxes; disposition of revenue and fees.

(a)

Except as otherwise provided in this section,
t
he commission shall collect all excise taxes provided by this title relating to alcoholic and malt beverages for
deposit
into the general fund.

(c)

Fifteen percent (15%) of t
he excise taxes collected by the commission under W.S. 12
‑

‑
101(a) and
fifteen percent (15%) of the
net profits collected under W.S. 12
‑
2
‑
303 shall be transferred to the state treasurer who shall deposit the funds into a substance abuse account which is hereby created within the special revenue fund. Monies within the substance abuse account shall be used only upon legislative appropriation to the department of health for
long
-
term
substance abuse prevention, assessment and treatment programs as specified in the legislation making the appropriation.

Section 2.
This act is effective
July 1, 2014.
