A BILL

for

AN ACT relating to administration of government; providing for a study of state executive department human resource positions
, as specified
; providing for a report; and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

The department of administration and information shall
conduct a study of
the classification
of state executive branch human resource emplo
yees, whether categorized as at-
will employees or classified permanent employees. The study shall specifically address methods intended to increase the independence and professional credentialing of persons employed as human resource
officers in executive branch agencies. Methods
considered
in the study shall
include
but not be limited to:

(i)

Providing that all human resource officers be employed by the department of administration and information and assigned to executive branch agencies by the director of the department of administration and information;

(ii)

Providing that all human resource positions be classified per
manent positions rather than at-
will positions;

(iii)

Providing that supervision of human resource officers be conducted jointly by the department for which
the manager provides management and implementation of human resources programs
and the department of administration of information
;

(iv)

Any other personnel changes to human resource personnel hiring, supervision, credentialing and training methods intended to increase the professional independence and quality of human resource services.

)

Th
e study shall
also:

(i)

Estimate costs associated with
any transfers of positions resulting from the methods studied pursuant to
this section;

(ii)

Determine a process and timeline for implementing any modifications of positions
resulting from the methods studied pursuant to this section
;

(iii)

Consider any federal requirements for positions in programs that are partly federally funded.

(

)

As used in this section "a
gency" means any board, commission, council, committee or office in the executive branch of state government except the offices listed in W.S. 9
‑
2
‑
1704(a) and the
University
of
Wyoming
.

Section
2
.

The study results shall be presented to the joint
corporations, elections and political subdivisions
interim committee and the joint appropriations interim committee not later than September 1, 201
4
. The committees shall review the study and determine
whether any recommended changes to human resource positions
will enable
the state to more effectively or more efficiently provide
human resource
services to
executive branch agencies
. The joint
corporations, elections and political subdivisions
interim committee shall develop legislation for introduction in the 201
5

general
session as it determines appropriate to achieve that goal. Any legislation developed shall be provided to the joint appropriations interim committee not later than December 1, 201
4
for review and comment as that committee determines appropriate.

Section
3
.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
