A BILL

for

A JOINT RESOLUTION
proposing to amend the Wyoming Constitution
to clarify that only local school district boards may prescribe textbooks
and curriculum and that the legislature, state agencies and the state superintendent of public instruction shall not infringe on local authority in the employment of personnel
.

BE
IT RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,
two-thirds of all the members of the two houses, voting separately, concurring therein:

Section 1.

The following proposal to amend Wyoming Constitution, Article
7
,
Section

11
is proposed for submission to the electors of the State of Wyoming at the next general election for approval or rejection to become
valid as a part of the Constitution if ratified by a majority of the electors at the election:

Article 7, Section 11.

Textbooks.

Neither the legislature
, any state agency
nor the superintendent of public instruction
shall have power to prescribe text books

and curriculum
to be used in the public schools
, nor shall the legislature, state superintendent or any other state agency infringe upon inherent employment powers of local elected boards of trustees
.

Such prescription
on textbooks and curriculum
shall only be made by local school district boards.

Section 2.

That the Secretary of State shall endorse the following statement on the proposed amendment:

The amendment provides that the power to prescribe text books
and curriculum

to be used in the public schools
and the power to hire local personnel
rests with the local school district boards.
