Be It Enacted by the Legislature of the State of Wyoming:

Automatic deletion of
public record electronic communications
.

No custodian of any public record shall use software on any
computer or electronic device which processes information for communication purposes
which contains public records

of any state agency, not including public records of any political subdivision,
which is designed to
automatically
delete electronic communications without the custodian making a separate decision about the deletion of each individual electronic communication.
In no event shall the deletion be encrypted to prevent recovery unless specifically prescribed by law.
