A BILL

for

AN ACT relating to the administration of government and privacy; creating a
select committee
; providing for a study of
requests for a constitutional convention by the several states
; requiring a report; providing a
n a
ppropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

(a)

There is created a
select committee on
United States
C
onstitution
A
rticle V
conventions
consisting of the following members:

(
i
)

Five
(
5
) members of the Wyoming senate appointed by the president of the senate, one (1) of whom shall be designated as cochairman;

(
ii
)

Five
(
5
) members of the Wyoming house of representatives, appointed by the speaker of the house
,

o
ne (1) of
whom
sh
all be designated as cochairman.

(b)

The
select committee
shall be staffed by the legislative service office.

(c)

The
select committee
shall, as related to
Article V
of the United States
C
onstitution
:

(
i
)

Collect information regarding all requests for an
Article V
convention from the other states, including the specific subject matter of all proposed amendments;

(ii)

Determine the applicability to Wyoming of the proposed amendments identified pursuant to paragraph (
i
) of this subsection;

(iii)

Prepare and submit to the legislature for concurrence a list of recommended amendments to the United States constitution
to be included in a request for an
Article V
convention
.

(d)

The
select committee
shall have authority to establish procedures for corresponding with and exchanging information with the other states.

(e)

Upon approval of the legislative management council, the
select committee
shall establish and communicate to the other states an appropriate mechanism for engaging the Wyoming legislature's involvement in any
Article V
summits, meetings or conventions

among one (1) or more other states.

(f)

The
select committee
shall conduct at least two (2) public meetings in Wyoming before recommending any constitutional amendments to the legislature. In addition, each
select committee
member
may
be reimbursed travel expenses to
attend up to one (1) out
-
of
-
state meeting related to
Article V
for the purpose of gaining information from other states on any proposed
Article V
amendments and
developing a network among states proposing the same constitutional amendment or amendments.

(g)

The
select committee
shall submit a final report to all members of the legislature regarding the
select committee
's results and recommendations on or before October 1, 2014. The report shall include the status of any other state requests for an
Article V
convention and the level of support from other states
, by subject matter,
for each
such request.

Section 2.

There is appropriated from the general fund

thousand dollars ($

0,000.00) to the legislative service office for payment of salary, per diem and mileage for legislative
select committee
members
for the purposes of this act.

Section
3
.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
