Be It Enacted by the Legislature of the State of Wyoming:

(a)

No person,
as defined by W.S. 8

102(a)(vi),
shall sell or
offer to sell
at retail or wholesale in this
state any cosmetics or personal care products containing microbeads.

(b)

A violation of subsection (a) of this section shall be subject to a civil
penalty
of not more than one thousand dollars ($1,000.00)
per day
for each day during which the
first
violation
continues
. Each subsequent violation shall
be
subject to a civil
penalty
not to exceed two thousand five hundred dollars ($2,500.00)
per day
for each day in which
the

violation
continues
.

Definitions.

(a)

As used in this act:

(xxxi)

"Microbeads" means micro
‑
polymer particles, less than five millimeters in diameter, that are made of synthetic or semi
‑
synthetic polymeric materials such as polyethylene, polypropylene, polyethylene
terephthalate, polymethyl methacrylate or a combination of such polymers
;

(xxxii)

"Personal
care products" means consumer products manufactured for use in personal hygiene and beautification, including anti
‑
bacterial soaps, hand soaps, bar soaps, liquid soaps, body washes, lotions, moisturizers, facial and body cleansers, facial masks, exfoliating facial scrubs, sunscreens, acne treatment products, shampoos, conditioners, toothpastes, shaving creams and gels and foot care products
;
