A BILL

for

AN ACT relating to the process for adoption of education content and performance standards; requiring public hearings or meetings; modifying the process for adoption of content and performance standards; providing a transition period for districts to incorporate standards into educational programs; and providing for an effective date.

Duties of the state board of education.

(c)

The state board shall perform an ongoing review of state board duties prescribed by law and may make recommendations to the legislature on board duties. In addition and

and promulgation of rules and regulations incorporating
student and content performance standards, the state board shall:

)

Prior to any official rulemaking action by the state board
to incorporate
student content and performance standards
into rule and regulation

onduct a minimum of
four

) public hearings or meetings to receive input on any proposed content and performance standards. The meetings or hearings shall occur in separate geographic locations to
ensure statewide participation;

(ii)

Consider the content and performance standards for math, reading/language arts and science in a
separate and distinct manner
. The state board shall
not consider any of the three (3) areas
listed in this paragraph
concurrently

)

eport
all public comments,

findings and recommendations to the joint education interim committee of the legislature on or before December 1 of the year in which the review and evaluation was undertaken. The joint education interim committee shall report its recommendations, based upon findings and recommendations of the state board, to the legislature during the immediately following legislative session

(iv)

The state board, in consultation with the state superintendent, shall establish a process to receive input or concerns related to the student content and performance standards from stakeholders, including but not limited to parents, teachers, school and district administrators and members of the public at large, during the intervening time between formal review by the state board conducted pursuant to paragraphs (
i
) through (iii) of this subsection.

(f)

The state board shall perform an ongoing review of state board duties prescribed by law and may make recommendations to the
legislature on board duties.

Educational programs for schools; standards; core of knowledge and skills; special needs programs; class size requirements;

(a)

The board of trustees of each school district within the state shall cause the schools under its jurisdiction to provide an educational program in accordance with uniform standards defined under this section and rules and regulations promulgated by the state board of education pursuant to W.S. 21
