A BILL

for

AN ACT relating to the administration of government; creating a task force on next generation 911 emergency communication services; providing for a study on the implementation, management, operation and development of next generation 911 emergency communication services; requiring a report; providing appropriations; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section
1
.

(a)

There is created a task force on
next generation 911 emergency communication services
consisting of the following members:

(i)

Two (2) members of the Wyoming senate appointed by the president of the senate
;

(ii)

Two (2) members of the Wyoming house of representatives, appointed by the speaker of the house
;

(iii)

Nine
(
9
) members appointed by the governor
not later than March
31, 2015
.
One (1) of the members shall be a representative from the
executive branch,
one (1) shall be a county commissioner, one (1) shall be a city councilman
, one (1) shall be a representative from the Wyoming landline telecommunications industry, one (1) shall be a representative from the Wyoming wireless telecommunications industry
and
one (1) member each from law enforcement, fire services, emergency medical services and the public safety answering point.

(b)

The task force shall select from among its members two (2) members to serve as cochairmen.

(c
)

The task force shall be staffed by the legislative service office.
The Wyoming public service
commission shall provide technical and other relevant information as requested.
The task force may engage the services of research firms or consulting expertise as necessary to carry out the purposes of this act. State agencies shall provide information and assistance to the task force as requested.

(d
)

The task force shall study
and make recommendations
for the implementation, management, operation and ongoing development of next

generation 911
emergency communication services
. Next

generation 911 shall be designed to provide access to emergency services from all connected communications sources and to provide multimedia data capabilities for public safety and other emergency service organizations.
In making recommendations under this subsection, the task force shall
:

(i)

Examine
and assess
the current statutory and regulatory framework for the management and funding of the 911 system within the state;

(ii
)

Examine the federal communications commission's open rulemaking re
garding the development of next
generation 911
emergency communication services
;

(i
ii
)

Identify federal, state and local authorities, agencies and governing bodies whose participation and cooperation will be necessary for the implementation of next

generation 911
emergency communication services
in the state;

(
i
v)

Examine any efforts, projects or initiatives in progress or planned in Wyoming or any other state regarding the implementation of next

generation 911
emergency communication services
;

(v)

Examine and assess the costs required to plan, test, implement, manage and operate next generation 911 technology and services, including text
to 911 services, in the state;

(v
i
)

Study any other issues the task force may consider useful in the planning and implementation of
next

generation 911
emergency communication services
in
the state
.

(e
)

The task force shall
regularly provide updates to the joint transportation, highways and military affairs interim committee on the activities of the task force. The task force shall
submit
a final report including
its
final
recommendations
and any
proposed legislation with respect to the i
ssues specified in subsection (d
) of this section, to the joint transportation, highways and military affairs interim committee and the governor no later than November
30
, 201
6
. T
he joint transportation, highways and military affairs interim committee shall consider the recommendations and develop legislation it deems appropriate for con
sideration by the legislature.

(f
)

The task force shall exist until December 31, 2016. Members of the task force who are not state employees or legislators shall not receive a salary but shall receive reimbursement for mileage and per diem expenses at a rate provided for legislators under W.S. 28

101. Members of the task force who are legislators shall be paid salary, per diem and mileage as provided in
W.S. 28

101 for their official dutie
s as members of the task force.

(g
)

There is appropri
ated from the general fund for the purposes of this act:

(i)

Ten thousand dollars ($10
,000.00)
to the legislative service office for payment of salary, per diem and mileage for legislative task force members;

(ii)

Sixteen
thousand
six hundred sixty-seven dollars ($16,667
.00)
to the governor's office for payment of authorized per diem and mileage for non
legislative task force members.

(h
)

Funds
appropriated under subsection (g
) of this section shall only be expended for the purposes of this act. Any unused and unobligated funds shall revert as pro
vided by law on June 30, 2016
.

Section 2.

This
act is effective
immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution
.
