(a)

Neither t

intentionally or recklessly
infringe
on
or restrict private property rights without due process, as may be required by policy recommendations pursuant to Agenda 21

or any other international law or ancillary plan of action that contravenes the United States constitution or the constitution of Wyoming.

financial aid to nongovernmental and intergovernmental organizations

(c)

As used in this section:

(i)

"Agenda 21" means the plan of action adopted by the United Nations in 1992 at its Conference on Environment and Development;

"

olitical subdivision" means any county, municipality, unincorporated city or town, special district and any other local government entity.
