Sponsored by: Representative(s) Petroff and Schwartz and Senator(s) Christensen A BILL for AN ACT relating to water and sewer districts; providing for assessments based on benefits as specified; providing a definition; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 41 ‑ 10 ‑ 101(a) by creating a new paragraph (xviii) and 41 ‑ 10 ‑ 114 are amended to read: 41 ‑ 10 ‑ 101 . Definitions. (a) As used in this act the following words or phrases shall be defined as follows: (xviii) "Taxes" includes, without limitation, general ad valorem taxes and assessments as provided in W.S. 41 ‑ 10 ‑ 114(a)(ii). 41 ‑ 10 ‑ 114 . Authority of board to levy and collect taxes and assessments ; maximum levy. (a) In addition to the other means providing revenue for such districts, the board shall have power and authority to levy and collect : (i) G eneral (ad valorem) taxes on and against all taxable property within the district ; . and (ii) Assessments against property upon the basis of the property's frontage, zone, building size, water and sewer usage or other equitable basis in accordance with the benefits received by the property as determined by the board. (b) No district shall levy a tax to exceed or assessment for which the combined amount exceeds eight (8) mills on the dollar in any one (1) year, except for the payment of its public debt and the interest thereon. Section 2 . This act is effective July 1, 2015 . (END) 1 HB0168
