Marihuana impact study.

A BILL

for

AN ACT relating to controlled substances; providing for a study of marihuana impacts as specified; requiring a report; providing an appropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section
1
.

(a)

The legislature of the state of Wyoming has resolved not to take action in revising its laws concerning marihuana until the legislature receives the results of the study as provided in this act.

(b)

The
governor
shall study the effects
and impacts
of legalizing marih
uana in other states
.
The governor shall
designate a study oversight organization, which may be a state agency, more than one (1) state agency or an ad hoc organization created by the governor to conduct the study.
One (1) member of the senate designated by the president of the senate and one (1) member of the house designated by the speaker of the house shall be designated to work with the study oversight organization in the preparation of the study
under this act
.
The study shall
consider
:

(i)

Criminal and other legal
impacts
related to the legalization of marihuana;

(ii)

Health outcomes related to the legalization of marihuana;

(iii)

Impacts to state revenue relate
d
to the legalization of marihuana.

(c)

The division of criminal inves
tigation, the department of revenue, the
department of health
and any other
state agency as deemed appropriate by the governor
shall provide
assistance and support in conducting the study under this act
. The
governor
shall report
the results
of the study
to the
joint labor, health and social services interim committee
and
the joint judiciary
interim
committee not later than November 1, 2015.

(d)

There is appropriated
from the general fund fi
fteen
thousand dollars ($
1
5,000.00) to
the
governor's office
. Th
at amount
shall only be expended for the purpose of conducting the study as provided in this act.
Notwithstanding any other provision of law, th
is

appropriation
shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2016.
This appropriation shall not be included in the governor's 2017-2018 biennial budget request.

Section 2.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
