A BILL

for

AN ACT relating to the administration of government; creating a task force to study and make recommendations on federal funding as specified; requiring a report; providing appropriations; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

(a)

There is created an advisory
task force
known
as the federal f
unds t
ask
f
orce
consisting of the following members
:

(
i
)

Two (2) members of the Wyoming senate appointed by the president of the senate
not later than March 31, 2015
, one (1) of whom shall be designated as cochairman;

(ii)

Two (2) members of the Wyoming house of representatives, appointed by the speaker of the house
not later than March 31, 2015,

shall be designated as cochairman;

governor

b
)

The task force shall be staffed by the legislative service office.
State agencies shall provide
information and assistance to the task force as requested.

he task force shall
hold at least four (4) public meetings each year.

(
c
)

The taskforce shall study the following
,
as related to federal funding
:

(
i
)

The financial stability of the federal government;

(ii)

The level of dependency
the state and
its
local governments have on the receipt of federal funds;

(iii)

The risk that the state and
its
local governments will experience a reduction in the amount
or value of federal funds
receive
d
, in both the near and distant future;

(iv)

The
likely and potential impact on the state and its citizens from a reduction in the amount or value of federal funds received by the state
or its local governments
, in both
the near and distant future;

(v)

The likely and potential national impact from a reduction in the amount or value of federal funds paid to the states, in both the near and distant future.

d
)

The task
force shall
make recommendations on methods to accomplish the following, as related to federal funding:

(
i
)

Avoid or minimize the risk of a reduction in the amount or value of federal funds by the state and
its local governments
;

(ii)

Reduce the dependency of the state and
its
local governments on federal funds;

(iii)

Prepare for and respond to a reduction in the amount or value of federal funds by the state and
its local governments
.

(
e
)

The task force shall
regularly provide updates to the joint appropriations interim committee on the activities of the task force. The task force shall
submit
a final report including
its
final
recommendations
and

any
proposed legislation
with respect to the issues specified in subsections (c) and (d) of this section

to the joint appropriations
interim committee and the governor
no later
than November 30, 2016
.

The joint appropriations interim committee
shall consider the recommendations and develop legislation it deems appropriate for consideration by the legislature.

Members of the task force who are not state employees or legislators shall not receive a salary but shall receive reimbursement for mileage and per diem expenses at the rate provide

mileage as provided in W.S. 28

101 for their official duties as members of the task force.

There is appropriated from the general fund for the purposes of this act:

)

Twenty thousand dollars

.00) to the legislative service office for payment of salary, per diem and mileage for legislative task force members;

(

)

Ten thousand

dollars ($

.00) to the governor's office for payment of authorized per diem and mileage for
nonlegislative
task force members.

)

Funds appropriated u
nder subsection (g
) of this section shall only be expended for the purposes of this act. Any unused and unobligated funds shall revert as pro
vided by law on June 30, 2017
.

Section 2.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
