A BILL

for

AN ACT relating to public safety; providing for a study of security at Wyoming's institutions of higher education; requiring a report; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section

.

(a)

The Wyoming community college commission and the University of Wyoming shall jointly conduct a study to consider the security of Wyoming public institutions of higher education including the University of Wyoming and the Wyoming community colleges. The study shall examine:

(i)

Security procedures and protocols at the University of Wyoming and Wyoming community colleges;

(ii)

The efficacy of emergency response plans at each campus;

(iii)

Physical infrastructure at each campus and its impact on security;

(iv)

Current security staffing and staff training;

(v)

Professional de
velopment opportunities for non
sworn security officers;

(vi)

Opportunities for enhancing communication between campus security and first responders, including an evaluation of the Wyolink system;

(vii)

Recognition of police officer standards and training certification from other states and the provision of streamlined refresher training for certified officers who have been out of service for more than twelve (12) months;

(viii)

Campus compliance with the reporting standards of the
Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Ac

(ix)

Security inequities and inadequacies among the several institutions;

(x)

The financial, physical and human resources necessary to resolve any identified issues of inadequate or inequitable security at each institution;

(xi)

Any other issues positively or negatively impacting the ability of the University of Wyoming or Wyoming community colleges to provide secure campuses or which impact the readiness of each institution to prevent and effectively respond to campus security events.

(b)

The goal of the study shall be to determine the readiness of each institution to prevent and effectively respond to campus security events.

(c)

The Wyoming community college commission and the University of Wyoming shall provide a report to the joint education interim committee and the joint appropriations interim committee on or before September 1, 2015, presenting their findings and conclusions.

The findings and conclusions of the study shall not be construed to limit, restrict or otherwise affect a person's right to carry and use firearms as otherwise provided by law.

(d)

The joint education interim committee may introduce legislation in the 2016 session as it determines appropriate to resolve identified issues of inadequate or inequitable security at each institution. The legislation may provide an appropriation, as necessary, to fund security improvements at each institution.

Section 2.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
