Subject: Information required to be recorded for each transaction Summary/Major Elements: Under current law, a person in the business of buying or selling second hand metals , rubber or waste paper (“ junk dealers ” ) is required to record certain information for each transaction. This bill updates the method of recording the required information to allow for the information to be recorded in a computer program instead of just in a book. This bill amends what information is required to be recorded for each transaction as follows: An accurate account and description of all junk metal or rubber goods purchased or sold; The name and residence of the per son selling or buying the junk metal or rubber goods; and If the person is selling junk metal or rubber goods: The lic ense plate number of the person’ s vehicle ; or Verification of the person’ s name and residence thr ough presentation of the person’ s United States federal or state-issued photo identification . The bill provides compliance with the requirements to either record the lic ense plate number of the person’s vehicle or verify the person’ s name and residence through presentation of photo identification is optional for common household and personal items of less than $50.00 market value . ORIGINAL Senate File No . SF0011 ENROLLED ACT NO. 58, SENATE SIXTY-THIRD LEGISLATURE OF THE STATE OF WYOMING 2015 General Session AN ACT relating to junk dealers; requiring photo identification or vehicle license plate number to be recorded by junk dealers as specified; providing an exception; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 33 ‑ 18 ‑ 102 is amended to read: 33 ‑ 18 ‑ 102 . Records; book to be kept. (a) Every person , firm or corporation engaged in the junk business as defined in W.S. 33 ‑ 18 ‑ 101, shall keep a book , or dedicated computer software program in which all entries shall be written in a computer or in ink, in the English language and entered at the time of each and every sale , transaction and in which the following information is recorded : (i ) A n a ccurate account and description , in the English language, of all junk metal or rubber goods purchased or sold ; , and (ii) T he name and residence of the person selling or buying the same . junk metal or rubber goods; and (iii) If the person is selling junk metal or rubber goods: ( A ) T he license plate number of the person ' s vehicle , if applicable ; or ( B ) Verification of the person's name and residence through presentation of the person ' s United States federal or state ‑ issued photo identification . (b) Compliance with paragraph (iii) of subsection (a) of this section is optional for common household and personal items of less than fifty dollars ($50.00) market value. (c ) No entry in such book or computer shall be erased, mutilated or changed. Section 2 . This act is effective July 1, 2015 .
