Subject: Repealing the bonded indebtedness mill levy rebate. Summary/Major Elements: This bill repeals W.S. 21-13-102(g), which allowed recapture school districts to reduce the recapture payment to the S tate if the district levied more than the statewide average mill levy to repay bonded debt. All bonds issued under this provision are fully executed and this was a remnant of the previous financing scheme for school capital construction. The correlating provision for supplement of mill levies was repealed by 2014 Wyo. Sess. Laws, Ch. 15. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 21 ‑ 13 ‑ 102(g) is repealed. Section 2 . This act is effective July 1, 2015 .
