A BILL

AN ACT relating to motor vehicle operation; clarifying that vehicles entering a controlled-access highway shall yield the right-of-way as specified; requiring appropriate signaling upon entering a roadway; and providing for an effective date.

(a)

The driver of a vehicle about to enter or cross a roadway from any place other than another roadway shall
yield the right
‑
of
‑
way to all vehicles approaching on the roadway to be entered or crossed.

(b)

The driver of a vehicle about to enter a controlled
‑
access highway shall yield the right
‑
of
‑
way to all vehicles approaching on the highway whose proximity constitutes an immediate hazard
. The driver of the entering vehicle

shall adjust the vehicle's speed to enable the vehicle to merge safely with the through traffic
and shall continue to yield the right
‑
of
‑
way to that traffic until the driver may proceed with reasonable safety.

(c)

No person shall cause a vehicle to enter a roadway from another roadway without first giving an appropriate signal in a manner provided by this article.
