Joint meetings of legislative standing committees; introduction and passage of budget bill.

(d)

ach section
or portion of
a section of a supplemental budget bill, including any amendments to a section or portion of a section,
shall
be vot
ed upon separately
and shall receive
an
affirmative vote of
two
‑
thirds (2/3)
of all the members of
the house of origin
to be included in the supplemental
budget bill considered
by the
house of origin
.

A supplemental budget bill shall pass the house
of origin
upon a majority vote of all the membe
rs voting separately.
A joint conference committee report on a mirror supplemental budget bill shall require a vote of the majority of the members of both houses voting separately for concurrence. For the purpose of this subsection, a section of the bill means a separately numbered section
with a supplemental budget request or change
dealing with an agency’s budget or a complete, separate numbered section. A portion of a section means a separately listed
line
with a supplemental budget request or change
item within that section.
