Subject: Requires inclusion of charter school employees for school district employee bonuses funded by the Legislature . Summary/Major Elements: This bill requires employees of charter schools to be included for purposes of participation in any salary adjustment for school district employees funded by the Legislature and specifies the charter school is entitled to 100% of the amount generated by its employees. Prior to this bill, the law was administered to exclude charter school employees from legislatively authorized salary bonuses unless specifically included in the authorization. ORIGINAL Senate File No . SF0091 ENROLLED ACT NO. 79, SENATE SIXTY-THIRD LEGISLATURE OF THE STATE OF WYOMING 2015 General Session AN ACT relating to charter schools; providing for charter school participation in legislatively funded school district salary adjustment; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 21 ‑ 3 ‑ 313 by creating a new subsection (c) and 21 ‑ 3 ‑ 314 (c) by creating a new paragraph (iii) are amended to read: 21 ‑ 3 ‑ 313 . Charter schools; employee options. (c) Effective school year 2015 ‑ 2016 and each school year thereafter, employees of a charter school shall , for purposes of this subsection, be included as payroll of the school district and shall be eligible to participate in any salary adjustment for school district employee s which is funded by the legislature and i s in addition to the foundatio n program amount computed under W.S. 21 ‑ 13 ‑ 309( p). Any amount computed and allocated pursuant to this subsection shall be used exclusively by the governing body of the charter school for charter school employee salary adjustments as determined by the governing body. 21 ‑ 3 ‑ 314 . Students counted among district ADM; determination of charter school funding. (c) As part of the charter school contract, the charter school and the school district shall agree on funding and any services to be provided by the school district to the charter school. The charter school and the school district shall begin discussions on the contract using the following revenue assumptions: (iii) The charter school shall be entitled to the benefit of one hundred percent (100%) of the amount generated by the payroll of its employees in allocating any school district salary adjustment pursuant to W.S. 21 ‑ 3 ‑ 313(c). Section 2. This act is effective July 1, 201 5 .
