A BILL

for

AN ACT relating to administration of government; requiring state agencies to submit a contingency plan in the event of a reduction in federal funds received by the agency; providing for confidentiality of plans; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

by creating a new paragraph (vii)
is amended to read:

Duties of budget division; preparation of standard budget estimates; entities to prepare expanded and exception budgets; form; required information; base budgets.

(b)

The information developed in budget documents shall include:

(vii)

A plan for expenditure reduction in the event of a ten percent (10%)
or more
decrease in the amount of federal funding the agency receives during the biennium. Plans developed under this paragraph
may include the reallocation of funds in the agency's budget but
shall not include any increases in funding to the agency from the state general fund or other state sources to compensate for the reduction in federal funds. The plan shall be submitted with an agency's standard budget.
Plans developed under this paragraph are confidential, shall not be provided to the public through any government website or handout and are exempt from the disclosure requirements of the Wyoming
