without coming to the state,
provided that the applicant

s active military service outside the state and a
notarized
affidavit testifying in writing that the statements in the application are true and accurate; and

Otherwise
meets applicable requirements under statute for applying for a concealed weapons permit.

This bill requires the Attorney General to promulgate rules and regulations necessary to implement the act.

Comments:

That portion of the bill requiring rules by the Attorney General is effective immediately in order to allow the rules to be promulgated before a July 1, 2016, deadline. The remainder of the bill is effective July 1, 2016.

AN ACT relating to concealed weapons; providing a procedure for applicants in military service outside the state to apply for a concealed weapons permit as specified; and providing for effective dates.

Be It Enacted by the Legislature of the State of Wyoming:

Wearing or carrying concealed weapons; penalties; exceptions; permits.

(d)

Except as provided in subsection (cc) of this section, t
he application shall be completed, under oath, on a form promulgated by the attorney general to include:

(e)

T
he applicant shall submit to the division through the sheriff's office in the county of the applicant's residence:

(i)

A completed application as described in subsection (d) of this section
or, if applicable, subsection (cc) of this section
;

(v)

If applicable, the items listed in subsection (cc) of this section.

(cc)

The attorney general shall by rule and regulation provide a procedure under which an applicant who is in active military service
outside
the state of Wyoming but otherwise meets the requirements specified in subsection (b) of this section may apply for a permit to
carry a concealed firearm under this section
without appearing in Wyoming
.

in a form acceptable to the attorney general that shows the applicant meets the requirements specified in subsection (b) of this section;

The attorney general shall promulgate rules and regulations necessary to implement this act by July 1, 2016.

Except as provided in subsection (b) of this section, this act is effective

(b)

Section 2 of this act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
