2016 STATE OF WYOMING 16LSO-0280 Introduced 1.2 HOUSE BILL NO. HB0048 State spending and revenues-public reports. Sponsored by: Representative(s) Reeder, Clem, Edmonds, Edwards, Jaggi, Jennings, Kroeker, Madden, Miller, Piiparinen and Steinmetz and Senator(s) Driskill and Meier A BILL for AN ACT relating to administration of government; requiring public reports on the use of the governor's exercise of specified budget powers, on state agency contracts for services and supplies and on revenues received by state agencies as specified; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 9 ‑ 2 ‑ 1005 by creating a new subsection (p), 9 ‑ 2 ‑ 1016(b) by creating a new paragraph (xxiv) and 9 ‑ 2 ‑ 1036 (c) by creating a new paragraph (iv), (d) (ii)(intro) and by creating a new subsection (h) are amended to read: 9 ‑ 2 ‑ 1005 . Payment of warrants; budget powers of governor; agency budgets; federal funds; new employees. (p) The governor shall make available monthly for public inspection information on the exercise of his authority under paragraph (b )( ii) and subsection (g) of this section for the immediately preceding month. The information shall be made available on the Wyoming public finance and expenditure of funds website created by W.S. 9 ‑ 2 ‑ 1036( a). 9 ‑ 2 ‑ 1016 . General services division. (b) For the purpose of this subsection the term "agencies" does not include the University of Wyoming, community college districts, or school districts. It does not include the department of transportation except as to paragraphs (xi), (xii) and (xiii) of this subsection. The department through the general services division shall: (xxiv) Make available for public inspection on the Wyoming public finance and expenditure of funds website created by W.S. 9 ‑ 2 ‑ 1036(a) a copy of any contract or other agreement entered into by an agency for supplies or services subject to this section . 9 ‑ 2 ‑ 1036 . Wyoming public finance and expenditure of funds website. (c) The department shall: (iv) Post or provide a link on the website to any public financial information specifically required by law to be made available for inclusion on the website. (d) The department may: (ii) Subject to subsection (h) of this section, d etermine what public financial information shall be provided by participating state entities, provided that the public financial information: (h) A participating state entity shall provide to the department for inclusion on the Wyoming public finance website quarterly reports accounting for all revenues received by that participating state entity that qualify as public financial information , regardless of source .
