Sponsored by: Representative(s) Steinmetz, Allen, Edwards, Hunt, Jaggi, Jennings, Loucks, Petroff and Reeder and Senator(s) Cooper, Driskill and Meier A BILL for AN ACT relating to the legislature; providing for an estimate of local government fiscal impact in legislation containing fiscal notes as specified; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 28 ‑ 8 ‑ 105( d) is amended to read: 28 ‑ 8 ‑ 105 . Duties of director and staff; prefiling bills; fiscal notes. (d) The legislative service office shall provide fiscal notes for all proposed legislation having a fiscal impact, indicating fiscal and personnel impact and revenue generated or required by the proposed legislation, in such form and under such conditions as specified by joint rule of the legislature. F iscal notes shall only quantify impact at the state level but and shall also reflect any changes to the total amount of revenue distributed from the state to local governments un der a statutory formula. The legislative service office , or appropriate state agency at the request of the legislative service office, shall estimate impact s from proposed legislation to cities, towns and counties and include those estimates in fiscal notes in such form and under such conditions as specified by joint rule of the legislature . Fiscal notes shall be submitted to the sponsor of the bill for review and approval prior to attachment to the bill. Section 2 . This act is effective July 1, 201 6 . (END) 1 HB0065
