Summary for LSO115 Bill No.: HB0088 Effective : 7/1/2016 LSO No.: 16LSO-0349 Enrolled Act No.: HEA No. 0007 Chapter No.: 30 Prime Sponsor: Stubson Catch Title: ETS-zero based budget sunset. Subject: Repealing ETS zero-based budget requirement. Summary/Major Elements: Existing law specifies the Department of Enterprise Technology Services (ETS) shall not develop or use a standard budget, base budget and exception budget as provided in W.S. 9-2-1002 through 9-2-1014. Instead, ETS is required to provide a zero-based budget request which includes information specified in statute . This bill repeals that requirement and provides ETS shall submit a standard budget for the 2019-2020 fiscal biennium and shall follow the budget process as provided in W.S. 9-2-1002 through 9-2-1014 on and after the effective date of this act. ORIGINAL House Bill No . HB0088 ENROLLED ACT NO. 7, HOUSE OF REPRESENTATIVES SIXTY- THIRD LEGISLATURE OF THE STATE OF WYOMING 2016 Budget Session AN ACT relating to the administration of government; repealing provisions requiring a zero based budget for the department of enterprise technology services; providing for submittal of a standard budget request as specified; providing for the department to follow the standard budgetary process for state agencies; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 9 ‑ 2 ‑ 2907 is repealed. Section 2 . The department of enterprise technology services shall prepare and submit a standard budget for the 2019 ‑ 2020 fiscal biennium. The department shall follow the budget process as provided in W.S. 9 ‑ 2 ‑ 1002 through 9 ‑ 2 ‑ 1014 on and after t he effective date of this act. Section 3 . This act is effective July 1, 2016 .
