Sponsored by: Representative(s) Pelkey, Dayton, Halverson, Harvey and Lindholm and Senator(s) Rothfuss A BILL for AN ACT relating to education; requiring boards of trustees to adopt and implement a policy allowing students with individualized education programs to participate in graduation ceremonies as specified; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 2 1 ‑ 3 ‑ 110( a) by creating a new paragraph (xxxv) is amended to read: 21 ‑ 3 ‑ 110 . Duties of boards of trustees. (a) The board of trustees in each school district shall: (xxxv) Not later than May 1, 2016 , adopt and implement a policy which : (A) Notwithstanding the uniform graduation standards prescribed by the state board under W.S. 21 ‑ 2 ‑ 304(a)(iii), a llows a student who has completed four (4) year s of high school at the end of the school year to participate in the student's high school graduation ceremony if the student has an individualized education program under the federal Individuals With Disabilities Act, 20 U.S.C. § 1400 et seq., prescribing special education transition classes, planning or services beyond the student's fou r (4) years of high school ; (B) Requir es timely written notice of the policy to high school students with individualized education programs and to their parents or guardians. Section 2 . This act is effective immediately upon completion of all acts nec essary for a bill to become law as provided by Article 4, Section 8 of the Wyo ming Constitution. (END) 1 HB0136
