A BILL

for

AN ACT relating to veterans; establishing the Vietnam War commemoration account; establishing the Vietnam War commemoration matching account; authorizing the veterans' commission to contract for services as specified; providing an appropriation; and providing for an effective date.

Vietnam War commemoration.

(a)

There is created the Vietnam War commemoration account. The account shall consist of those funds appropriated or designated to the account by law. All
funds within the account shall be invested by the state treasurer and all investment earnings from the account shall be credited to the general fund.

(b)

There is created the Vietnam War commemoration matching account. The veterans' commission may accept and shall deposit in the matching account any gift, contribution, donation or grant for the purpose of celebrating and honoring Wyoming Vietnam War era veterans. The Vietnam War commemoration matching account shall consist of all donations received into the account and any matching funds transferred pursuant to subsection (c) of this section. All funds within the account shall be invested by the state treasurer and all investment earnings from the account shall be credited to the Vietnam War
commemoration matching account.

(c)

To the extent funds are available in the Vietnam War commemoration account created under subsection (a) of this section from appropriations by the legislature, the state treasurer shall
equally match each gift, contribution, donation or grant received by the veterans' commission

by transferring
funds from the Vietnam War
commemoration account to the Vietnam War commemoration matching account
created under subsection (b) of this section
at the time
any
accumulated
gift, contribution, donation or grant
actually deposited to the matching account total
s
five thousand dollars ($5,000.00) or more. The state treasurer shall make transfers not later than the end of the calendar quarter following the quarter during which
gifts, contributions, donations or grants
to the matching account total at least five thousand dollars ($5,000.00). If a gift, contribution, donation or grant is made through a series of payments or transfers, no matching funds shall be transferred under this section until the total value of all payments or transfers actually received totals at least five thousand dollars ($5,000.00).

(d)

To educate the citizenry of Wyoming on the contributions and sacrifices of the members of the United States armed forces who served bravely and faithfully for the United States during the Vietnam War and to celebrate and honor the Wyoming Vietnam War era veterans, the veterans' commission is authorized
to expend funds from the Vietnam War commemoration matching account
to

the
dissemination of
educational or commemorative information
about the Vietnam War
to
Wyoming citizens
.

Section 2
.

There is appropriated
forty thousand dollars ($40
,000.00) from the general fund to the Vietnam War commemoration account created
by Section 1 of this act
. This appropriation shall only be expended as consistent with the provisions of this act. Any unexpended funds from the amount appropriated under this section shall revert as provided by law on June 30, 2017.

Section 3
.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
