Sponsored by: Joint Revenue Interim Committee A BILL for AN ACT relating to minerals; requiring notice of transfer of ownership of oil and gas wells; providing for notice to the county where the property is located; specifying confidentiality of records; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 30 ‑ 5 ‑ 104 by creating a new subsection (f) is amended to read: 30 ‑ 5 ‑ 104 . Oil and gas conservation commission; powers and duties; investigations; rules and regulations. (f) The owner shall provide notice of transfer of ownership of any well to the commission at least thirty (30) days prior to the transfer . The commission shall provide notice of the transfer to each county where any well is located. All records provided to the commission or to any county under this subsection are privileged and confidential commercial information for purposes of the Wyoming Public Records Act, W.S. 16 ‑ 4 ‑ 201 through 16 ‑ 4 ‑ 205. Section 2 . This act shall apply to all transfers initiated on or after July 1, 2016. Section 3 . This act is effective July 1, 201 6 . (END) 1 SF0017
