A BILL

for

AN ACT relating to medical education; creating the medical education oversight council; specifying duties and authority of the council; limiting budget reductions and reallocations of funds appropriated for medical education programs implemented by the University of Wyoming as specified; providing for reports; and providing for an effective date.

(a)

There is established the
University of Wyoming
medical education
oversight
council. The council shall consist of
eight (8) members,

seven
(7) members
shall be
appointed by the
governor with the advice and consent of the trustees
.

The dean of the university's college of health sciences shall be an ex
‑
officio member and shall not have the right to vote.
A majority of the
council
shall be physicians in clinical practice in Wyoming.
Members initially appointed to the council shall serve staggered terms of two (2), three (3) and four (4) years. Thereafter, members shall serve three (3) year terms. Terms of at least two (2) members shall expire each year commencing with completion of initial terms. The council shall meet at least three (3) times each year and upon call of the president or a majority of the board of trustees.
The
trustees
may remove any member of the council as provided in W.S. 9

b). Any vacancy caused by the death, removal, resignation or disqualification of any member of the council shall be filled by the
governor with the advice and consent of the trustees
appointing a successor for the remaining term.

(b)

At the first meeting of the council, and annually thereafter when new appointments are made, a chairman, vice
‑
chairman and secretary shall be selected from among the membership by vote of the council members.

(c)

Members of the council shall not receive compensation for their services, but when actually engaged in the performance of their duties, they shall receive
from funds of the

per diem and mileage expenses in the same manner
and amount as trustees of the u
niversity.

(d)

The council shall select and employ the director of the university's WWAMI medical education program within the college of health sciences, subject to the board of trustees' and the university's termination provisions.

by another institution for any of the programs reviewed;

Any recommended changes at the university to support any curriculum change
or other modification to a program

Legislature to make appropriations.

The legislature shall appropriate monies intended for the support and maintenance of the University of Wyoming. The appropriations shall specify the purposes for which the monies are intended and may be used. The appropriations shall apply to and include all monies received by the university from the United States for the endowment and support of colleges for the benefit of agriculture and mechanic arts. No expenditure shall be made in excess of an appropriation, and no monies so appropriated shall be used for any purpose other than that for which they are appropriated.

Report.

The trustees of the University of Wyoming, through their president, shall report to the governor as required by W.S. 9
‑
2
‑
1014 respecting the progress, condition and wants of
the university and of each school or department thereof, the course of study in each, the number of professors and students, the nature, costs and results of important investigations, and such other information as they deem important or as may be required by any law of this state, or of the United States. The secretary and treasurer of the board of trustees shall prepare an itemized report showing the receipts and disbursements for the year, the appropriation resolution for that year, the purposes for which the revenue was expended, and the amount of revenue expended upon each school or department of work, including the experiment station.

The report shall include any report provided to the board of trustees by the medical education
oversight
council in the preceding fiscal year.
