Be It Enacted by the Legislature of the State of Wyoming:

Duties generally; retention of qualified practicing attorneys; matters in which county or state is party or has interest; assistance to county and district attorneys in felony trials;
coordination of county and school safety activities
.

(a)

The attorney general shall:

(ix)

Establish
a
call center to accept information
related to school and student safety issues
and
assist in the
delivery of
that
information
as
necessary
to allow for the coordination of
local
law enforcement
, emergency response personnel and school district
officials.
To the extent possible, the identity of parties reporting information via the call center shall remain unknown to all persons and entities.
The attorney general may enact rules as necessary to administer the duties required
under
this paragraph.

(e)

All records or information related to the operation of the call center required under paragraph (a
)(
ix) of this section are confidential and shall not be deemed a public record under W.S. 16
‑
4
‑
201 et seq.
Except pursuant to a court order, t
he attorney general
shall not be compelled to
produce any materials obtained
in relation to the operation of the
c
all
center
.

(a)

For the period commencing on the effective da
te of this act and ending June 3
0, 2018, the o
ffice of homeland security may
transfer
amounts
from federal homeland security fu
nds to the attorney general to carry out the duties required under W.S. 9
‑

‑
603(
a)(ix)
.
The office of homeland security may transfer up to two (2) full
‑
time at
‑
will positions funded exclusively with federal funds
to the attorney general for the purpose of administering the duties required under W.S. 9
‑
1
‑
603(
a)(ix)
. Any funds or positions transferred from the office of homeland security
shall not be included in the attorney general's 2019
‑
2020 standard budget request.

Any funds transferred pursuant to this subsection shall not be transferred or expended for any other purpose.

(b)

Notwithstanding W.S. 9
‑
2
‑
1008, 9
‑
2
‑
1012(
e) and 9
‑
4
‑
207, of any unobligated, unexpended, unencumbered monies appropriated from the school foundation program account to the department of education under 2014
Wyoming Session Laws,
Chapter 26, Section 2, Section 206 to unit 1401, up to forty
‑
five thousand dollars ($45,000.00) shall immediately revert upon the effective date of this act.

Notwithstanding W.S. 9
‑

‑
1008, 9
‑

‑
1012(
e) and 9
‑
4
‑
207, of any unobligated, unexpended, unencumbered monies appropriated from the school foundation program account to the department of education under 2016 Senate
File 0001 (Senate Enrolled Act 19), Section 2, Section 206 to unit 1207, forty
‑
six thousand seven hundred fifty dollars ($46,750.00) shall revert on July 1, 2016. The funds reverted pursuant to this subsection shall not be included in the department of education's 2019
‑
2020 standard budget request.

Not later than October 15, 2016, and again by October 15, 2017, t
he attorney general shall report to the joint appropriations committee and the joint education committee information
and data related to the
effectiveness of the
call center and any impact the activity has on school and student safety
.

Section 3
.

This act is
effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
