Summary/Major Elements: The Management Council of the Wyoming Legislature has the statutory authority to create select committees to study specific topics. At least one of these select committees has sponsored l egislation introduced during past legislative session s . This bill specifies that those select committees do not have the authority to sponsor legislation. Sponsorship of legislation by committees comprised of members of both houses of the legislature is limited to: Management Council; Joint Interim Committees of the Legislature; Joint Appropriations Committee; Management Audit Committee; and Select committees explicitly authorized by statute, joint rule or resolution by the Legislature to sponsor legislation. Specifies that nothing in the act restricts the right of a member of the Legislature to sponsor legislation. ORIGINAL House Bill No . HB0035 ENROLLED ACT NO. 34, HOUSE OF REPRESENTATIVES SIXTY-FOURTH LEGISLATURE OF THE STATE OF WYOMING 2017 General Session AN ACT relating to the legislature; specifying the committees comprised of members of both houses of the legislature authorized to sponsor and introduce legislation during legislative sessions; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 28 ‑ 8 ‑ 104 by creating a subsection (e) is amended to read: 28 ‑ 8 ‑ 104 . Direction by legislature during sessions; joint interim committees; requests for services; establishment of priorities; appointment of select committees; vacancies; enlarging committees. (e) Of committees comprised of members of both houses of the legislature , only management council, joint interim committees of the legislature , the joint appropriations committee, the management audit committee and select committees explicitly authorized by statute or joint rule or resolution of the legislature shall sponsor and introduce legislation during a legislative session. Nothing in this subsection shall restrict the right of a member of the legislature to sponsor legislation. Section 2 . This act is effective July 1, 201 7 . (END) 1
