Sponsored by: Joint Transportation, Highways & Military Affairs Interim Committee A BILL for AN ACT relating to the regulation of traffic on highways; creating requirements for passing parked vehicles as specified; providing penalties; amending provisions relating to the use of flashing lights on vehicles; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 31 ‑ 5 ‑ 238 is creat ed to read: 31 ‑ 5 ‑ 238 . Operation of vehicles upon approach of stopped vehicles using flashing lights . (a) When a parked municipal , county , public service corporation , highway construction or highway maintenance vehicle is making use of any visual signals provided for in W.S. 31 ‑ 5 ‑ 928( f)(ii ) or 31 ‑ 5 ‑ 930 or any parked vehicle is making use of flashing lights as provided for in W.S. 31 ‑ 5 ‑ 915 or 31 ‑ 5 ‑ 923 , the driver of every other vehicle, as soon as it is safe: (i) When driving on an interstate highway or other highway with two (2) or more lanes traveling in the direction of the parked vehicle shall merge into the lane farthest from the vehicle , except when otherwise directed by a police officer; (ii) When driving on a two (2) lane road with a posted speed limit of forty ‑ five (45) miles per hour or greater , shall slow to a speed that is twenty (20) miles per hour less than the posted speed limit, except when otherwise directed by a police officer. (b) A person convicted of violating this section shall be guilty of a misdemeanor punishable by a fine of not more than one hundred twenty dollars ($120.00). No other penalty under this section shall apply. Section 2 . W.S. 31 ‑ 5 ‑ 928 (c) and (f )( ii) is amended to read: 31 ‑ 5 ‑ 928 . General lighting restrictions; authorized emergency vehicles. (c) Flashing lights are prohibited except as authorized by W.S. 31 ‑ 5 ‑ 915, 31 ‑ 5 ‑ 921, 31 ‑ 5 ‑ 923, 31 ‑ 5 ‑ 929, 31 ‑ 5 ‑ 930, 31 ‑ 5 ‑ 931 and this section. (f) The following vehicles are authorized to display flashing white and amber lights in addition to those otherwise authorized by law: (ii) Vehicles of municipalities , counties and public service corporations; Section 3 .
