Summary/Major Elements: Current law provides a procedure for a p erson i n military service outside the s tate to apply for a concealed weapon s permit without coming to the s tate. This act authorizes a person who is a military spouse residing with a person in activ e military service outside the s tate to use that procedure to apply for a concealed weapon s permit without coming to the s tate. The act also requires the Attorney General to define military spouse and specifies that a military spouse applying for a concealed weapons permit shall include proof of marriage to the person in active military service. ORIGINAL House ENGROSSED Bill No . HB0090 ENROLLED ACT NO. 56, HOUSE OF REPRESENTATIVES SIXTY-FOURTH LEGISLATURE OF THE STATE OF WYOMING 2017 General Session AN ACT relating to concealed weapons; providing a procedure for military spouses of persons in active military service to apply for a concealed weapons permit as specified; requiring rulemaking; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 6 ‑ 8 ‑ 104 ( cc)(intro), (iii) and (v) is amended to read: 6 ‑ 8 ‑ 104 . Wearing or carrying concealed weapons; penalties; exceptions; permits. (cc) The attorney general shall by rule and regulation provide a procedure under which an applicant a person who is in active military service outside the state of Wyoming , or who is a military spouse as defined by rule of the attorney general residing with a person in active military service outside the state, but otherwise meets the requirements specified in subsection (b) of this section may apply for a permit to carry a concealed firearm under this section without appearing in Wyoming. Applications under this subsection shall require: (iii) Certification of the applicant's applicable person's active military service outside the state; (v) Any other information required by rule and regulation of the attorney general , including proof of the marriage of the military spouse and the person in active military service outside the state, if applicable . Section 2 . This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
