This bill
establishes a method
for
an improvement and service district to acquire new improvements and facilities or
to
provide a new service if the new improvement or service was not described in the district's initial formation petition.
Any
new improvement or service must be approved by the board of county commissioners of the county
in which
the district is located.
If approved by the commissioners, the district must submit the question of whether to acquire or provide the new improvement or service to
the
qualified
electors of the district
in a special election, where it must be approved by a majority.

Be It Enacted by the Legislature of the State of Wyoming:

New improvements, facilities or services; voter approval.

A district shall not acquire any new improvement or facility or provide any new service that was not originally described in the petition for formation of the district unless the new improvement, facility or service is authorized by this act
, approved by the board of county commissioners of the county in which the district is situated
and approved by a majority of the qualified voters of the district.
Upon approval of the board of county commissioners and b
y resolution of its board
,
a district may submit to its qualified voters, by mail ballot election pursuant to W.S. 22

116 or concurrently with any other district election, the proposition of acquiring any new improvement or facility or providing any new service authorized under this act.
