A BILL

for

AN ACT relating to solar eclipse day; providing that August 21, 2017 shall be designated as Total Solar Eclipse Day; authorizing the governor to grant administrative leave as specified; authorizing the office of homeland security to provide grants to local governments for Total Solar Eclipse Day; imposing duties on the office of homeland security; specifying applicability; providing an appropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

S
ection 1.

August 21, 2017 shall be designated as "Total Solar Eclipse Day" in and for the state of Wyoming.
The governor may authorize state employees up to eight (8) hours administrative leave on August 21, 2017 or on another day of the employee's choosing in accordance with guidelines established by the governor if he determines that state offices will remain open on August 21, 2017.

Section 2.

(

)

The office of homeland security shall
provide grants to local governments for the purpose of funding programs and activities aimed at engaging
public participation
and protecting the public
during
the total solar eclipse on August 21, 2017.

(b)

The office of homeland security shall:

(i)

Establish a procedure
for

local governments
to
submit requests for grants authorized under this section;

(ii)

Prioritize grant awards in accordance with the respective needs of each local government and the availability of local funding sources;

(iii)

Consult with the Wyoming department of transportation, the Wyoming department of state parks and cultural resources and the Wyoming office of tourism prior to providing any grants under this section.

(c)

The office of homeland security shall designate a
n employee of the office to coordinate with federal, state and local entities on programs and activities related to the total solar eclipse. The designated employee shall connect local governments to any available federal, state or local resources
related to the total solar eclipse
.

(d)

A grant recipient under this section shall use the grant monies only to fund programs and activities aimed at engaging
public participation
and protecting the public
during
the total solar eclipse

on
August 21, 2017.

(e)

For purposes of this section, "l
ocal government" means cities and towns, counties, school districts, community college districts, special districts
and

any

other
political subdivisions of the state

and their governing bodies
.

Section 3.

There is appropriated one hundred thousand dollars ($100,000.00) from the general fund to the office of homeland security.
This appropriation shall be for the period beginning with the effective date of this act and
ending June 30, 201
8.
This appropriation shall only be expended for the purpose of
providing
grants to local governments in accordance with section 2 of this act. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2018. This appropriation shall not be included in the office of homeland security's 2019-2020 standard biennial budget
request
.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
