Bill Summary Bill No.: HB0209 Effective : 7/1/2017 LSO No.: 17LSO-0482 Enrolled Act No.: HEA No. 0112 Chapter No.: 191 Prime Sponsor: Connolly Catch Title: Disparity in wages and benefits between men and women. Subject: Department of Workforce Services study and report on wage and benefit disparities. Summary/Major Elements: The bill requires the D epartment of W orkforce S ervices , using funds from the workforce development training fund, to update and expand upon a 2003 study and resulting report titled, " A Study of the Disparity in Wages and Benefits Between Men and Women in Wyoming , " which the Legislature authorized in 2002. The study and report shall focus on: If and where disparities exist , including cou nty , occupation and state/federal comparative data and analysis ; The causes of any wage and benefit disparities; The impacts of any wage and benefit disparities on Wyoming's economy; Possible solutions and workforce development programs to reduce or eliminate any wage and benefit disparities; and Benefits and costs of eliminating or reducing any wage and benefit disparities. Comments: The bill requires the D epartment of W orkforce S ervices , o n or before October 1, 2018, to present a report to the J oint L abor, H ealth and S ocial S ervices Interim Committee and the J oint M inerals, B usiness and E conomic D evelopment Interim C ommittee. ORIGINAL House ENGROSSED Bill No . HB0209 ENROLLED ACT NO. 112, HOUSE OF REPRESENTATIVES SIXTY-FOURTH LEGISLATURE OF THE STATE OF WYOMING 2017 General Session AN ACT relating to employment; providing for a study and a report on wage and benefit disparities; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . (a) Pursuant to W.S. 9 ‑ 2 ‑ 2604( b) t he department of workforce servic es shall update and expand upon the 2003 study and resulting report entitled, "A Study of the Disparity in W ages and B enefits B etween M en and W omen in Wyoming " authorized in 2002 Wyoming Session Laws, Chapter 85 . (b) O n or before October 1, 2018, the department of workforce services shall present a report to the joint labor, health and social services interim committee and the joint minerals, business and economic development interim committee. The study and report shall focus on: (i) If and w here disparities exist , including: (A) Data and analysis according to county; (B) Data and analysis according to occupation; (C) Comparative state data with other state and federal information . (ii) The causes of any wage and benefit disparities; (iii) The impact s of any wage and benefit disparities on Wyoming's economy; (iv) Possible solutions and workforce development programs to reduce or eliminate any wage and benefit disparities ; (v) Benefits and costs of eliminating or reducing any wage and benefit disparities. Section 2 . This act is effective July 1, 201 7 .
