A BILL

for

AN ACT relating to water and sewer districts; providing for assessments of specifically benefitted property; specifying that assessments shall not exceed tax levy limits; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Authority of board to levy and collect taxes
and assessments
; maximum levy.

(a)

In addition to the other means providing revenue for such districts, the board shall have power and authority to levy and collect
:

(i)

G
eneral (ad valorem) taxes on and against all taxable property within the district
;
.

and

(ii)

Assessments against property upon a frontage, zone, building size, water and sewer usage or other equitable basis in accordance with benefits received as determined by the board.

(b)

No district shall levy a tax
to exceed
eight (8) mills on the dollar in any one (1) year, except for the payment of its public debt and the interest thereon.

Any assessments collected under this section, when combined with the general tax levied on the property, shall not exceed a total equal to eight (8) mills on the dollar in any one (1) year.
