Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 9 ‑ 3 ‑ 107 , 21 ‑ 7 ‑ 115 and 21 ‑ 17 ‑ 124 are created to read: 9 ‑ 3 ‑ 107 . S tate employee employment contracts ; compensation reductions . (a) Beginning July 1, 2017, any employment contract with a state employee shall provide that the employee's compensation is subject to reduction as part of a ny general compensation reduction approved by the legislature . (b) For purposes of this section: (i) " Compensation " means the cash remuneration paid to a state employee in a calendar year, including employee retirement contributions , employee retirement contributions paid by the employer under a salary reduction arrangement and any other employee benefits provided by the employer ; (ii) "State employee" means as defined in W.S. 27 ‑ 14 ‑ 102( a)(x x viii). 21 ‑ 7 ‑ 115 . Teacher contracts; salary and benefits reductions. Beginning July 1, 2017, any employment contract with a teacher shall provide that the teacher's salary and benefits are subject to reduction as part of a ny general compensation reduction approved by the legislature. 21 ‑ 17 ‑ 124 . Employee contracts; salary and benefits reductions. Beginning July 1, 2017, any employment contract with an employee of the university shall provide that the employee's salary and benefits are subject to reduction as part of any general compensation reduction approved by the legislature. Section 2 . W.S. 21 ‑ 3 ‑ 110( a) by creating a new paragraph (xxxv) , 21 ‑ 3 ‑ 111(a)(vi)(intro), 21 ‑ 7 ‑ 111(a)(iii) and 21 ‑ 18 ‑ 304(a) by creating a new paragraph (xii) are amended to read: 21 ‑ 3 ‑ 110 . Duties of boards of trustees. (a) The board of trustees in each school district shall: (xxxv) Beginning July 1, 2017, require any employment contract with a school district employee to provide that the employee's salary and benefits are subject to reduction as part of any general compensation reduction approved by the legislature. 21 ‑ 3 ‑ 111 . Powers of boards of trustees. (a) The board of trustees in each school district within the state may: (vi) Employ and determine the salaries and duties and, subject to any general compensation reduction approved by the legislature and applicable to contracts entered into on or after July 1, 2017 , salaries of: 21 ‑ 7 ‑ 111 . Inapplicability of provisions. (a) Nothing in this article shall prohibit: (iii) The reduction of a salary of a teacher as part of a general salary reduction applicable to at least fifty percent (50%) of the teachers employed by a school district or, for contracts entered into on or after July 1, 2017, as part of a general compensation reduction approved by the legislature ; 21 ‑ 18 ‑ 304 . District board generally; duties. (a) The community college district board shall: (xii) Beginning July 1, 2017, require any employment contract with a community college employee to provide that the employee's salary and benefits are subject to reduction as part of any general compensation reduction approved by the legislature. Section 3 . Nothing in this act shall be construed to modify or impair existing contracts of the state of Wyoming, the University of Wyoming or any Wyoming community college or school district executed prior to July 1, 2017 . Section 4 . This act is effective July 1, 201 7 . (END) 1 HB0233
