Mentor antelope hunting vouchers.

(a)

Holders of any valid Wyoming resident hunting license may be issued one (1) mentor antelope hunting voucher to act as a mentor to a person while hunting upon application to the department and payment of

specified in subsection (b) of this section
. Mentors issued a voucher under this section shall return the voucher to the department not later than August 30 of the year for which the voucher is issued with the name of the person printed on the voucher to be issued a resident
, nonresident or youth
antelope license
.
Upon proof of the person's residency under W.S. 23

if applicable,
the department shall issue to the person at no additional charge a resident
, nonresident or youth
antelope license which authorizes the person to take an antelope while being accompanied by the mentor in a hunt area defined by the department as having a recreational management strategy.

(b)

The department shall charge the following fees for each voucher issued under this section:

(i)

A five dollar ($5.00) voucher fee;

(ii)

The applicable fee prescribed in W.S. 23

(iii)

The applicable fee prescribed in W.S. 23

101(
j)(xxx), (xxxi), (xxxii) or (xxxiii).

)

The department shall:

(i)

Prescribe and furnish the voucher form authorized by this section which shall not require disclosure of any minor's social security number;

(ii)

For any one (1) calendar year, reserve ten percent (10%) of the available antelope licenses in any hunt areas defined by the department as having a

creational management strategy for mentors purchasing the voucher authorized by this section.

The department may issue antelope licenses in hunt areas in which
licenses
initially
reserved pursuant to this paragraph
were not
purchased by August 30 of the calendar year for which the license was reserved

(d)

Any person applying for a voucher under this section for remuneration is guilty of a high misdemeanor punishable as provided in W.S. 23

a)(ii).

Section 2
.

The Wyoming game and fish department shall prescribe the form of the mentor antelope hunting voucher authorized by this act by July 1, 2017.

Section 3
.

(a)

Except as provided in subsection (b) of this section, t
his act is effective July 1, 2017.

(b)

Section 2 of this act is
effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
