A BILL

for

AN ACT relating to administration of government; creating a select legislative committee to review state revenues; specifying study criteria; providing for a report; providing an appropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

(a)

There is created a
select committee on
state
revenues
. The committee shall be comprised of
the
president of the senate
, the speaker of the house, the chairmen of the senate and house revenue and appropriations committees, the
majority and
minority floor leaders of the
senate
and house and a
member of the house selected jointly by the senate president and house speaker
not later than March 1

, 201
7
.

The
speaker of the house and the president of the senate
shall be co-chairmen of the select committee.

The
select committee
shall continue in existence until
March
31, 201
8
.

(b)

The select committee shall conduct

a

review

of
projected
state revenues
and potential modifications of revenue streams and potential additional revenue options
.

(c)

All state agencies
, commissions,
departments
and other state entities
shall cooperate with and provide all requested information to
the select committee.

The committee may conduct p
ublic hearings
and create subcommittees as it determines advisable
.

(
d
)

The select committee shall
sponsor legislation for introduction in the 2018 budget session as it determines appropriate
for modification to
revenue streams and potential
additional revenue options which would
provide
sufficient revenue to fund
ongoing state operations, including state funding of K-12 education
operations and capital construction funding
in light
of current revenue projections
, provided that no legislation shall be introduced unless a majority of the members of the select committee from each house approve the proposed legislation
.

Section 2.

There is appropriated
fifty
thousand dollars ($
5
0,000.00)
from the
general
fund to the
legislative service office for purposes of this act
. This appropriation shall be for the period beginning with the effective date of this act and ending
July
1, 2018.

Section 3.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
