A BILL

for

AN ACT relating to administration of the government; providing for the development, review, revision, adoption and monitoring of a state biennial energy strategy; creating an energy strategy committee; delegating duties to the new committee, the Wyoming business council and the governor; and providing for an effective date.

Energy strategic plan; definitions;

powers and duties.

(a)

As used in this section:

(i)

"
Biennial e
nergy strategy" means the coordinated and comprehensive biennial planning activities of state departments, boards, commissions and agencies to achieve excellence in energy development, production
,
technological innovation, regulation and stewardship of natural resources for the highest benefit of citizens. The energy strategy shall include programs and initiatives intended to
:

(A)

I
n
crease economic competitiveness, expansion and diversification;

(B)

P
rovide for efficient and effective regulation;

(C)

Provide for
natural resource conservation, reclamation and mitigation; and

(D)

Develop e
ducation, innovation and new technologies.

(
i
i)

"Energy, natural resource and economic development agencies" means the department of environmental quality, Wyoming infrastructure authority, Wyoming pipeline authority, oil and gas conservation commission, department of agriculture,
U
niversity of Wyoming, Wyoming business council and other departments, boards and agen
cies as the governor designates.

(b)

The governor shall:

(i)

Appoint a
n energy
strategy committee consisting of
two (2
) member
s
of
t
he
Wyoming business council
board
, one (1) member of the oil and gas conservation commission board and one (1) member of the Wyoming wildlife and natural resource trust account board
;

(ii)

Appoint or reappoint committee members for staggered terms not to exceed four (4) years each;

(
i
ii)

Be a member of the committee
or appoint a designee
.

(c)

The Wyoming business council shall:

(i)

Convene the
energy
strategy committee, representatives of the federal government and its agencies, various individuals and interest and user groups to elicit their views regarding
the
status of existing programs and initiatives and
the
development of new recommendations for a biennial
energy
strategy;

(ii)

Coordinate the efforts of the
energy
strategy committee to review comments obtained
under
paragraph (i) of this subsection and other sources of information and to prepare a biennial
energy
strategy. The
biennial
energy
strategy shall identify energy, natural resource and economic development agencies responsible for executing initiatives.

(d)

The energy strategy committee shall:

(i)

Review, revise or adopt the
biennial

energy
strategy;

(ii)

Monitor implementation of the
biennial

energy
strategy by energy, natural resource and economic development agencies and provide regular progress reports to the
joint minerals, business and economic development
interim committee;

(iii)

Recommend to the governor budget requests from energy, natural resource and economic development agencies as they carry out
energy
strategy initiatives;

(iv)

By August 30, 201
8
, and every two
(2)
years thereafter, prepare and submit the biennial
energy
strategy to the legislature, through the
joint minerals, business and economic development interim committee
.
