2017 STATE OF WYOMING 17LSO-0390 Introduced 1.2 SENATE FILE NO. SF0168 Legislature-electronic voting system. Sponsored by: Senator(s) Bouchard and Representative(s) Lone A BILL for AN ACT relating to legislative process; requiring the installation of an electronic voting system; providing an appropriation; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . ( a ) Six hund red fifty thousand dollars ($65 0,000.00) is appropriated from the general fund to the legislative service office . These funds shall be used only for the purpose of providing electronic voting systems in the house chambers and senate chambers at the Wyoming state capitol building, which systems shall be operable at the time the Wyoming legislature returns to the state capitol building after its rehabilitation and restoration. The electronic voting systems required by this act shall: (i) Include a device located at each legislator's desk which allows each legislator to cast a vote by electronic means and allows vote tabulation by electronic means; (ii) Allow the displ ay of vote s cast on the electronic voting systems in the chamber where each vote was cast and on the legislature's website; (iii) Include security measures which , to the greatest extent reasonably practical, assure that all votes cast for a legislator were entered by that legislator and not by any other person ; (iv) Include the capacity to perform other functions . This paragraph shall be applicable only if the excess functionality authorized by this paragraph can be provided without exceeding the app ropriation provided by this act; (v ) Be developed in collaboration with the l egislative s ervice o ffice and shall i ntegrate with the software system s currently used by the Wyoming legislature. The system s shall be designed and installed in coordination with other low voltage work performed during the rehabilitation and restoration of the Wyoming capitol building. (b) The funds appropriated in subsection (a) of this section shall not be transferred or expended for any purpose other than for the planning, design, purchase and installation of the electronic voting system required by subsection (a) of this section. Notwithstanding W.S. 9 ‑ 2 ‑ 1008, 9 ‑ 2 ‑ 1012(e), 9 ‑ 4 ‑ 207(a) or any other provision of law, the funds appropriated in subsection (a) of this section shall not lapse or revert until rehabilitation and restoration of the Wyoming state capitol building is complete or on June 30, 2021, whichever date is earlier. The amount s appropriated in subsection (a) of this section are intended to provide a maximum amount for the electronic voting system provided by this act and shall not be construed to be an en titlement or guaranteed amount. Section 2. This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution. (END) 1 SF0168
