Orders, rules and regulations relative to exchange of lands.

(b)

In determining whether sufficient necessity for an exchange of state lands exists under paragraphs (a)(
i
) through (iv) of this section, the board shall assess how the exchange increases, decreases or alters public access to adjacent public lands and account for how the related
economic impacts of the altered access affect the valuation of lands for exchange.
