The order terminating the parent
‑
child legal relationship shall be in writing and shall contain the findings of the court
,
including

a clear statement of
the
effect of the order
regarding the legal rights, privileges and support obligation of the parent

as provided in W.S. 14

. If the court terminates the parent
‑
child legal relationship of either one (1) or both parents, it shall fix the responsibility for the child's support and appoint a guardian of the child's person or estate or both.

This act shall apply to all termination proceedings commenced on or after the effective date of this act.
