ocal political subdivisions, including community college districts, may apply through the State Loan and Investment Board to receive loans to fund community infrastructure needs for the following purposes:

may be loaned to local political subdivisions under separate program allotments for general infrastructure projects (up to

) or for roads and street projects (up to
$200,000,000
).
Up to
$60,000,000
may be loaned to community college districts to help fund construction and renovation of student dormitories.

This act amends statutes to dedicate a portion of the revenue directed to the Strategic Investment and Projects Account (SIPA) to school major maintenance and provide for a revenue guarantee from the Permanent Wyoming Mineral Trust Fund Reserve Account to SIPA to ensure funds are available for appropriations for school major maintenance.

This act amends statutes to provide for the continuous appropriation of earnings generated by the state property "Ranch A" for the capital construction, major maintenance, and maintenance of Ranch A. The act also provides a
$100,000
general fund appropriation for Ranch A.

This act amends statutes to require review of capital construction projects funded with federal funds for which the state is required to pay expenses for the facility.

This act provides funding for state construction projects, including community college projects and
other state
agency projects, in the following amounts:
$33,421,200
in General Funds;
$68,200,000
in Federal Funds; and
$54,059,125
in Other Funds.

This act provides

in other funds
for
the University of Wyoming (UW) Family Practice Center in Cheyenne.

This act appropriates

This act creates the Casper Office Building Advisory Task Force to serve in an advisory role and provide recommendations for Level II and Level III planning, design, and construction of the Casper State Office Building and it appropriates

to the Penitentiary Permanent Land Fund from funds appropriated for the Wyoming Medium Correctional Institution. The act re-appropriates monies from this fund for projects at the Wyoming State Penitentiary and for a contingency for operations, major maintenance, and other costs related to building failure at any state correctional facility.

This act amends 2016 Session Laws, Chapter 97 related to conditional appropriations from SIPA earnings for fiscal year 2018 for specified projects in the following amounts:

for Department of Health Facilities funded by the State Facilities Construction Account;
$9,400,000
for the
UW
Science Initiative;
$15,000,000
for the Casper State Office Building; and
$4,200,000
for the School Capital Construction Account.

This act appropriates up to

in other funds for distributions to the City of Casper for community impact assistance related to a state occupied facility in Casper and the Casper State Office Building project. The act also directs state agencies and the City of Casper to assess and develop recommendations on possible uses of multiple state-owned properties in Casper.

This act appropriates state and other funds for use in constructing a mineral impacted road project, in the following amounts:
$7,500,000
from the Legislative Stabilization Reserve Account;

from private and county funding sources; and
$7,500,000
of funds from the Wyoming Department of Transportation.

This act creates the

Housing Task Force to review and provide recommendations for long-term plan, design, and construction of UW student housing
and imposes a moratorium on sale of specified land

This act directs the net proceeds from a sale of the decommissioned state-owned liquor warehouse in Cheyenne to the State Building Commission Contingency Fund.

from the Legislative Stabilization Reserve Account to the Community College Endowment Challenge Account
for use as matching funds for a
Central Wyoming Community College outreach facility in Teton County.

This act requires the State Building Commission to review security requirements of the Governor's Residence and to evaluate potential locations to construct a new Governor's Residence. The act appropriates

to the State Building Commission for related purposes. The act authorizes the State Building Commission to enter an agreement to sell the Governor's Residence upon specified conditions and it authorizes the Management Council and the Joint Appropriations Committee to sponsor legislation in the 2019 general session related to the Governor's Residence.
