Sponsored by: Joint Corporations, Elections & Political Subdivisions Interim Committee A BILL for AN ACT relating to the public service commission; specifying qualifications for members of the commission; specifying applicability; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 37 ‑ 2 ‑ 101 (a) and by creating a new subsection (g) is amended to read: 37 ‑ 2 ‑ 101 . Creation; composition; qualifications; appointment; compensation; terms and oaths of members; removal; chairman and deputy chairman; vacancies. (a) There is created a commission separate from the state board of equalization to which it has been joined which is known as the "public service commission of Wyoming". The commission shall consist of three (3) members appointed by the governor, by and with the advice and consent of the senate. At least one (1) member of the commission shall possess the qualifications specified in subsection (g) of this section. Members of the commission shall not possess a direct financial interest in any public utility regulated by the commission. Not more than seventy ‑ five percent (75%) of the members of the commission shall at any time be members of the same political party. Each member of the commission shall receive an annual salary as provided by law, to be paid in equal monthly installments in the same manner that other state salaries are paid. (g) At least one (1) member of the commission shall possess all of the following : (i) A professional license or a degree from an accredited college or university in the field of a ccounting, business administration, economics, engineering, finance or law ; (ii) A t least five (5) years of professional experience in a field substantially related to the duties and functions of the commission . Section 2 . Nothing in this act shall affect the current term of any member of the public service commission. The governor shall make appointments in accordance with this act for any vacancy occurring on or after the effective date of this act. Section 3 . This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution. (END) 1 SF0012
