A BILL

Meeting or passing stopped school bus; markings and visual signals.

(e)

If
the identity of the driver of a vehicle operated in violation of subsection (a) of this section is unknown, it shall be rebuttably presumed that an individual determined to be an owner and primary operator of the vehicle was the driver of the vehicle at the time of the violation.
Any
conviction using the presumption
under this subsection shall not be
counted as a second or subsequent conviction under W.S. 31
