Section 2.

revert
to
water development account I. Any amount of that appropriation that is already expended or encumbered prior to the effective date of this act shall be transferred to water development account I from
the legislative stabilization reserve account
funds appropriated
to the board of control division within the state engineer's office as provided in section 1 of this act.

Section 3.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
