General services division
.

(m)

The department through the general services division shall make available for public inspection on the Wyoming public finance and expenditure of funds website created by W.S. 9

1036(a) a copy of any request for bids or proposals by an agency for supplies or services or any contract or other agreement entered into by an agency for supplies or services.

For the purpose of this subsection the term
"
agency
"
does not include the University of Wyoming, community college districts or school districts.

Duties of department performed through human resources division.

(a)

Subject to subsection (b) of this section, the department through the human resources division shall:

(iv)

Collect, in a format prescribed by the department,

an

information
roster

on each employee of the state specifying employee name, employing agency, position classification, rate of compensation, job title, position description and service tenure. The information shall be available

and updated annually

for
public

inspection
only as provided by the Public Records Act

on the Wyoming public finance and expenditure of funds website created by W.S. 9

. For purposes of this paragraph,
"
employee of the state
"
means an employee of the executive or judicial branch of government, the University of Wyoming or any community college in the state

(c)

The department shall:

(iv)

Post or provide a link on the website to any public financial information specifically required by law to be made available for inclusion on the website.

(d)

The department may:

(ii)

Determine what public financial information shall be provided by participating state entities,

subject to subsection
(h) of this section and
provided that the public financial information
:

(h)

Each participating state entity shall provide to the department for inclusion on the website quarterly reports accounting for all revenues
, regardless of source,
received by th
e
participating state entity that qualify as public financial information
.

)

P
ublic financial information posted on the website shall
not
be redacted except
to the extent
necessary
to exclude any information which
is confidential or privileged by
law.

Section 2

The department of administration and information shall
collect
and post the information required by W.S. 9

1022(a)(iv), as amended by this act, to the Wyoming public finance and expenditure of funds website
created by W.S. 9

1036(a) not later than July 1, 2018. The information shall be updated on the website annually as required by W.S. 9
‑
2
‑
1022(a)(iv), as amended by this act.

Section 3
.

(a)

Except as provided in subsection (b) of this section, this act is effective July 1, 2018.

(b)

Section 2 of this act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
