Under current law, the Game and Fish Commission is directed to prepare a
separate
budget request for general funds for sensitive species
and
nongame programs, grizzly bear management, and participation in the State Employee's and Of
ficial's Group Insurance Plan.

In the 2017 session, the legislature passed House Bill 288 (2017 Wyo. Sess. Laws,

) to increase various fees for Game and Fish licenses, preference points, permits, applications,
and stamps. In addition, the legislature
reduced the general fund appropriation to the Game and Fish Commission by a similar amount of revenue as was estimated to be raised under the fee increases under
House Bill 1 (2017 Wyo. Sess. Laws,

h.
120, Section 2, Section 040).

This
act
repeals the requirement that the Game and Fish Commission submit general fund budget requests for general funds to implement the sensitive species and nongame programs, the grizzly bear management program and the Game and Fish Department's participation in the State Employee's and O
fficial's Group Insurance Plan.

Duties of budget division; biennial budgets and appropriations.

(a)

The department through the budget division shall:

Consult with each entity which will require a legislative appropriation either directly or indirectly, excluding the Wyoming department of transportation and the game and fish department except as provided in W.S.

Financial policy; budget; fiscal year; debts.

(a)

Except as provided in subsection (d) of this section,

he
commission shall govern its financial policies, subject to the written approval of its budgets by the governor and legislative review of its budgets as provided in W.S. 9

1011(d). The commission shall fix the budgets for the operation and maintenance of the department and its divisions for each fiscal year at its first stated meeting of each fiscal year, and shall submit its budget estimates for the following fiscal year as provided by W.S. 9
