108.

Development of building projects; rehabilitation of building projects; restrictions on building projects.

(e)

As used in this section, "project" means any public building and all works and facilities necessary for the planning, construction and utilization of a state owned public building, including the improvement of any feature, facility, function or portion of a project.
Except as provided in subsection (f) of this section, "p
roject" does not include those projects for which the operation, management and use of the building, works or the facility has been assigned by law to a specific state agency.

(f)

No funds in excess of one million five hundred thousand dollars ($1,500,000.00) shall be expended for any project, including any acquisition or purchase of facilities related to a project, unless the expenditure was authorized by the legislature. The requirements of this subsection shall apply to all projects as defined in subsection (e) of this section and to those projects for which the operation, management and use of the building, works or the facility have been assigned by law to a
specific state agency, excluding projects of the Wyoming game and fish department and the department of transportation.

Legislature to make appropriations; restrictions on capital construction projects.

(a)

The legislature shall appropriate monies intended for the support and maintenance of the University of Wyoming. The appropriations shall specify the purposes for which the monies are intended and may be used. The appropriations shall apply to and include all monies received by the university from the United States for the endowment and support of colleges for the benefit of agriculture and mechanic arts. No expenditure shall be made in excess of an appropriation, and no monies so appropriated shall be used for any purpose other than that for which they are appropriated.

(b)

No funds in excess of one million five hundred thousand dollars ($1,500,000.00) shall be expended by the University of Wyoming for the constructing, maintaining, operating or equipping of any capital construction project,
including any acquisition or purchase of facilities related to a capital construction project, unless the expenditure was authorized by the legislature.

This act shall apply only to contracts entered into on or after the effective date of this act.
