AN ACT relating to the legislature; authorizing joint interim committees to select interim topics; prohibiting management council from assigning or rejecting interim topics for joint interim committees; making conforming amendments; requiring management council policy changes; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Direction by legislature during sessions; joint interim committees; requests for services;
establishment of priorities; appointment of select committees; vacancies; enlarging committees.

(b)

When the legislature is not in regular or special session, the respective standing committees of the house and senate shall function as joint interim committees. Each of these interim committees
shall select a prioritized list of interim topics to study and consider when the legislature is not in regular or special session. Each interim committee
may request the office to perform specific studies and services for
interim topics that
the interim committee
selected
conditioned only upon
receipt of prior approval of the committee's request by the management council. All priorities based upon
limitation of time and appropriation of the office
shall be
as
established by the management council and followed by the interim committees and individual legislators. Any specific study or service that is approved by
the management council
an interim committee
, including bill drafting and prefiling, shall be done under the supervision of the appropriate interim committee or the individual legislator.
The management council shall not assign or reject any interim topics selected by a joint interim committee.

(c)

The management council shall have the right, when a joint interim committee is not
performing its assigned
conducting a
study
as part of a prioritized interim topic selected under subsection (b) of this section,
or
when
a special study is desired, to appoint a select committee of not less than three (3) members without regard to its house or senate makeup to carry out the duties of the interim committee or the special study.

(d)

Upon request by a joint interim committee, t
he management council
shall have the right to
may
fill any vacancy or enlarge any committee to facilitate any
assigned
studies conducted during the interim.

Section 2.

The management council shall update its policies and handbooks as necessary to comply with the provisions of this act.

Section 3
.

This act is effective
immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
